The following sets a standard that all legal factions must abide and follow by. Faction policies and processes should be updated to reflect these rules.
Head of Legal Factions is required to endorse anyone stepping in to any position which is a Legal Faction Leader position.
All legal faction requests must be documented in the Legal Faction Leaders forum.
Faction leadership and their command are required to maintain an activity level of 1.0 ABAS. Faction leadership must enforce this. Staff members who are faction leadership are exempt from this guideline.
When denying entry to a faction, by recruitment or reinstatement, factions must make the full denial reason known to the applicant. This is suggested to be done on the public responses, such as reinstatement denial for transparency, but private messages are also an acceptable alternative. "Does not meet standards / is not qualified" is not a sufficient reason. It must be specific. The applicant should not have to ask for this to be done. This is for both in character and out of character.
Factions may not issue any out of character punishments against members of the LS-RP Staff Team for any server rule / common violations, such as an OOC suspension for having an attitude. When a situation arises, factions should send a staff report to the Head of Testers or Head of Admins, with Head of Legal Factions copied in immediately.
Disagreements with other faction leaders should be raised to and mediated by the faction's rank 1 before escalated to a report to Head of Legal Factions. A report should be used as the last resort when factions in a conflict are unable to come to an agreement.
Any faction changes that affect other legal factions must be discussed with and approved by Head of Legal Factions.
Factions cannot force actions upon another faction's members or attempt to influence decisions against them in another faction. An example is SD trying to have a PD member punished for whatever reason.
Promotions to Command ranks must meet the faction's own promotion criteria; a faction leader cannot promote people before their eligibility simply to fill spots. An example is PD promoting a Sergeant to Captain simply to fill a Bureau ACO spot); alternatively, everybody should have a fair and equal chance at progressing in to limited / prestigious roles.

Players may not be banned from a faction forum unless they are maliciously spamming the forum, advertising or are a spam bot account.
Legal Faction Leaders may not recruit anybody into their faction who is currently in another legal faction of the same type. This includes:

There is a limit of 20 legal faction members (subject to change by Head of Legal Factions) that can be trained and authorised in the use of Assault Rifles and Submachine Guns per faction. Members of the LSPD Metropolitan Division and LSSD Special Enforcement Bureau do not count towards this limit.
SWAT, SEB or FAT on tactical duty via /swat, /swt or /fat are exempt from this rule.
Legal faction members can not NPC the collection of mugshots, DNA or fingerprints, this must be done via the appropriate scripted methods.
You are not required to utilize emotes when deploying spike strips during pursuits. You will be required to utilize your trunk by opening it and going to that location. From there you may deploy the spike stripes without typing any emote. Legal faction members should use common sense while deploying spike strips.

The only exception to this rule is if the legal faction member has acquired corruption permission from their Faction Leader with the appropriate tier.
Police helicopters may not camp illegal factions and their members. They may respond to the scene of a 911 call, or if called in by ground units to assist in active situations but idly hovering over them for longer than 3 minutes without a designated situation is not allowed. You should not camp out any illegal roleplayers just to wait for something to happen to call it in.
Helicopters should never react to a gun being held unless it is actively being aimed or fired, or it is reasonable to believe the gun is not being roleplayed as concealed. You should never react if the gun is just stored in a car or seen through a window.
You should not treat pursuits as a game of bumper cars. This also applies to SWAT teams. Realistic interceptions are allowed but if you miss an interception, you shouldn't head back and start trying to ram their vehicle.
You should not make any head on collisions with any vehicles. This also applies to SWAT teams and their armored vehicles. If their vehicle is travelling at slow speeds, it is acceptable to move in from the front and press against their bumper, otherwise it is considered a head on collision.
Shooting at a vehicle is only to be used as an absolute last resort and is only permitted when:

Legal Faction members can roleplay corruption after obtaining appropriate permissions.
"MyFace", "Faceinvader" or other In Character social media content cannot be used as the sole or primary means of identifying individuals suspected of criminal activity. Identification should be established through in-game investigative methods, such as eyewitness accounts, physical evidence, or information obtained from informants.
Law enforcement agencies shall not initiate investigations solely based on content discovered on IC Social Media. While IC Social Media may provide potential leads or insights, a formal investigation must be developed using independently obtained information in-game.
Arrests cannot be made solely on the basis of evidence obtained from IC Social Media, content may be considered as corroborating evidence only after sufficient grounds for arrest have been established.

Legal faction members on long term investigations (usually detectives) that are player killed, may continue to be involved in the investigation even if killed by the party they're investigating.
